Detail diagram of the Burj Dubai Pinnacle, the 9 levels above tier 24 are basically access platforms for the pinnacle. The whole steel structure above level 162 is basically an enclosed spire with 40 floors of internal platforms with access for the pinacle maintenance.

Burj Dubai September 8th 2008 photo update, Seen clearly in this photo, two of the three pulley wheels are now in place for the spire lifting mechanism. The lifting equipment and the wheels seem to be strand jacks, The wheels are just guides for the lifting cables, and lifting power comes from hydraulic jacks.
